施工组织设计是建筑施工组织的核心和灵魂,是对施工活度实行科学管理的重要手段,具有战略部署和战术安排的双重作用。它体现了实现基本建设计划和设计的要求,提供了各阶段的施工准备工作内容,协调施工过程中各施工单位、各施工工种、各项资源之间的相互关系[1]。

引言

一个工程的施工首先要解决的问题就是要结合工程的性质和规模、工期的长短、工人的条件,从经济和技术统一的全局出发,从许多可能的方案中选定最合理的方案,对施工的各项活动做出全面的部署,编制出规划和指导施工的技术经济文件,即施工组织设计。

如果无计划、无安排地进行施工,没有一个系统全面的规划作指导,那么一定会导致工期滞后,成本增加,资源浪费。

结合自身的实际情况,编制出一份切实可行,具有可操作性、灵活性、指导性的施工组织设计,充分发挥其应有的作用,最终使工程实施在时间上达到速度快和工期短,在质量上达到精度高和功能好,在经济上达到消耗少、成本低和利润高的目的。

1 编制说明

1.1 编制说明

我公司关于实验高中3﹟学生宿舍楼工程的投标施工组织设计方案是严格按照工程招标施工图、招标文件和招标会议记要进行编制的。

根据本工程设计特点、功能要求,本着对业主资金的合理利用,对工程质量的终身负责,以“科学、经济、优质、高效”的编制原则以及在人员、机械、材料调配、质量要求、进度安排等方面统一部署的原则下进行编制的。

本投标施工组织设计的编制,受到了我公司的高度重视和大力支持,公司将参加过类似工程施工的有关负责人召集在一起,形成方案编制专题小组,采用“对比优化、博采众长”的编制思路,力求方案重点突出,针对性、可操作性强。根据业主招标文件的要求对±0.00以下及以上土建工程进行编制。

本施工组织设计凡未注明计量单位均为“mm”。

1.2 编制依据

一、根据本工程施工招标文件[(2003)03]和招标答疑会议纪要。

二、根据某县城乡建筑设计所设计的本工程招标设计图纸(图号为200301)。 三、我公司的技术、机械设备装备情况及管理制度。 四、国家和行业现行的施工及验收规范。

第一章 确保工程质量的技术组织措施

第一节 工程概况

本工程为xx xx外国语学校新建学生宿舍楼及附属工程,位于xx xx外国语学校内。使用年限为50年,建设面积3122.71平方米,建筑高度14.900米,砖混结构四层。

第二节 技术准备

工程质量目标:达到国家最新颁布的施工及验收规范的行业标准,并达到合格工程,分部分项工程合格率100%。

一、质量保证措施

1、认真贯彻国家建筑安装工程施工方案、操作规程、

严格按工艺标准和验收规范施工。

2、按照关于GB/T19002-ISO9002标准对所制定的制度保证体系进行运作,以此达到岗位、责任明确、各负其责、各尽其能,实现项目部的全面质量管理。

3、建立严格的规章制度,包括隐蔽验收、技术复核、技术交底、质量检验评定、工序自检、互检交接检、原材料的取样、复试管理,技术资料及时、准确与工程进度同步整编及定期质量例会制度。

4、建立进场材料台帐,包括品种、规格、数量、时间、出厂合格证及材料证明、复试报告、发放领用时间、数量、使用在工程的部位。建立材料进场及发放领用台帐。

5、严格执行原材料验收复试管理制度,对材料、半成品,构配件进场后必须要按照规范要求进行现场取样复检,不合格产品坚决不能使用。

6、随工程形象进度认真作好工程技术资料的整编工作,尤其重点搞好保证资料部分的整编,做好真实、准确、及时、完整与进度同步进行,以此促进各项技术管理工作。

7、对施工中采用的新技术、新工艺、新材料及设备必须认真学习、熟悉后并对操作执行人员进行技术交底,重要的内容要编制详细的实施方案。

8、加强质量跟踪检查、验收、评定工作,严格执行国家质量检查评定标准,对出现的不合格分项坚决返工重来,决不允许转入下一道工序,消除质量隐患。

9、成立现场质量管理小组,按形象进度在安装和装饰装修阶段选好两个课题,有针对性的开展质量创优活动。

10、建立严格的工程质量奖罚制度,以搞好工程质量有突出成绩的班组及个人实施奖励,对不重视质量,造成质量事故和隐患的要给予重罚。

二、施工技术措施

1、组织全面的图纸会审

①由项目技术负责人负责,由施工技术综合管理部门组织各个专业工种,进行深层次的图纸会审,解决施工图纸中存在的各项专业技术问题,以及各个专业工种间的衔接问题。

②在图纸会审前,由项目施工技术综合管理部门,组织各个专业施工技术人员,除详细查阅各自专业施工图纸外,重点核对施工图中涉及的内容是否一致等。

同时,仔细研究各工种的施工操作手段、客观条件等,是否能够按照设计意图,进行顺利的实施。之后,将有关各问题进行汇总和综合,报项目经理和项目技术负责人。同时,抄送建设、监理、设计等相关单位负责人。

③在图纸会审过程中,所涉及的各个专业负责人均参加会审。就所提出的问题,与建设、监理、设计等单位进行共同的会审和协商。达成共识后,将会审纪要等书面材料发放至各个专业工种。

2、制定系统的施工方案

由项目技术负责人负责,组织各专业技术人员,在认真审阅领会施工图纸的基础上,编制工程项目《施工组织设计》。其内容除符合我公司方案的要求外,将覆盖工程施工的全部内容,并明确主要专业承包的施工技术方案。

作为对《施工组织设计》的补充和完善,从专业施工控制管理需要和重点控制解决施工难点等到方面出发,制定工程项目的专项施工技术方案。

3、实行统一的技术管理

①工程技术资料管理

本工程项目施工中,随着新版的《建筑安装工程质量检验评定标准》GB50300-2001的推出和实行,工程项目质量记录的种类和内容,也将出现较多的变化。为保证本工程项目工程技术资料的统一和规范,在工程施工前,由项目施工技术综合管理部门负责,经与建设单位和工程监理协商,对工程技术资料的各项要求,进行统一的规定。需要统一规定的具体内容如下:

A、工程项目名称包括:工程项目全称与简称、区段名称或代码、分部分项工程名称、屋面的名称、施工单位全称与简称等;

本工程名称为绵阳市游仙经济区某学校学生宿舍公寓楼施工图,位于四川省绵阳市游仙经济区内,本工程总建筑面积5778.5平方米,为5层学生住宅楼,建筑高度为21.60m,底框为钢筋混疑土结构建筑,耐火等级为二级,屋面防水等级为二级防水,抗震设防烈度为八度,建筑合理使用年限50年。所建地点交通方便,地理位置极其优越。本工程总图和标高以米为单位,其余均以毫米为单位。

本设计根据设计单位提供的建筑施工图与结构施工图,结合工程实际情况,依据《建设工程工程量清单计价规范》GB50500-2008、2009《四川省建设工程工程量清单计价定额》,对该工程进行计量和投标报价。

本设计首先撰写本工程的工程概况和编制依据,并对施工图纸和工程量清单做了编制说明,然后提出了编制本清单的程序和步骤,并列举了部分工程量清单的详细编制情况和计算式,然后编制出成型的工程量清单,并对此工程量清单采用四川省2009工程量清单定额进行计价操作,确定综合单价和标底总价。 最后通过此次毕业设计的操作,了解了工程量清单的编制过程和工程量清单的计价过程。
